Cognitive AI is rapidly moving from “assistive” tools to decision-shaping infrastructure in government and critical industry. At the same time, the quantum horizon is turning long-term confidentiality, identity, and sovereign digital trust into a strategic issue—especially for public services, defense supply chains, energy systems, financial rails, and cross-border data exchange. This lecture, “Cognitive AI Meets Quantum Resilience: A Deep Tech Vision for Future Governance,” outlines a practical path to modernize decision-making without sacrificing accountability: how to combine AI-enabled sensemaking and operational intelligence with quantum-ready security (including post-quantum cryptography), robust assurance, and resilient architecture. The goal is not abstract futurism, but a concrete governance blueprint—helping institutions adopt advanced AI safely, protect today’s sensitive data from tomorrow’s cryptographic break, and build trusted digital capabilities that remain reliable under geopolitical pressure, systemic shocks, and accelerating technological change.
