Short bio:

Born in Antwerp Belgium in 1951, Louis Delcart graduated as Master in Romance philology at the University of Leuven in 1973. He obtained a Postgraduate in Marketing Management at the Odissee University College in 1990, a Bachelor of Business Administration at the University of Leuven in 1992, and Postgraduate in Property Management in 2007 also at the University of Leuven.

After a career of 18 years at the BACOB Bank in Brussels (integrated in Belfius Bank in 2002), mainly as bank marketing manager for retail and corporate banking and as international correspondent banker. In March 2004 he was appointed General Manager of Haviland, the inter-municipal development agency of the district around Brussels. In March 2010 he became director Internationalisation and Innovation at the VOKA – Chamber of Commerce and Industry Halle-Vilvoorde. After his retirement in 2014, he is again active as consultant in training and consultancy of banks and in monitoring international projects for the EU. Since the spring 2017 he is also internship tutor and guest lecturer in the postgraduate program “Brussels Diplomatic Academy” at the VUB- Free University of Brussels.

He is member of the board of directors of the European Academy of the Regions and past-president of the «European Marketing Confederation», the umbrella organisation of Marketing professional organisations in Europe. He has a blog on Principles of the Regional Approach on which he publishes on a monthly basis (lodelcar.tumblr.com) since 2015.
